The applicant is requesting approval of a 6 lot subdivision in the Residential-Three (R-3) zone district at 3900-3920 Upham. There are 2 existing single-family homes that will remain, creating 4 new lots for development.

Subdivision Review Standards
Approval of subdivisions are ministerial actions and have no discretionary review criteria. Subdivisions are required to comply with the underlying zoning and with the subdivision regulations in Chapter 26, Article IV. An analysis of the subdivision is provided in the staff report linked above.

It appears that the City’s staff have done their due diligence regarding this application. Thank you. As someone who lives just north of this development, I look forward to seeing this project go forward as it appears it will add value and stability to this dynamic area. I applaud Silver Cloud Properties LLC for coming up with a proposal that adheres to the existing zoning. This will likely reduce conflict between the City and area residents, enabling the project to proceed smoothly — an improvement over previous development efforts and evidence of hard lessons learned.
